Mr Owen's Letter

I am of opinion that the arrangements herein proposed can be effectively carried out. The new Harbour Master's Office may be made more convenient than at present - and much certainly the locality will be undoubtedly improved by the erection of so extensive a building.

The ground there is now waste - it is never used for Parades - and it in no manner affects the Barracks.
